Գրաքննություն «Ազատություն» ռադիոկայանում

Այս լուսանկարն է եղել Ազատության կայքէջում. Ցմահ ազատազրկվածների խցում, «Անկախի» խմբագիր Վահան Իշխանյան, հոկտեմբերի 27-ի գործով նստած Դերենիկ Բեջանյան, Մալաթիայի նախկին թաղապետ Վահան Զատիկյանի որդուն` Սեդրակ Զատիկյանին սպանելու համար դատապարտված Արսեն Առուշանյան, հոկտեմբերի 27-ի գործով նստած Էդուարդ Գրիգորյան, Դրոյի գործով նստած Արսեն Արծրունի

«Մեկ այլ խմբագիր խոստովանեց, որ այցելել է ցմահ բանտարկյալներին» վերնագրով անգլերեն նյութը այսօր դրվել է «Ազատություն» ռադիոկայանի կայքէջում և որոշ ժամանակ անց հանվել: Այդ ընթացքում երկու այլ կայքէջեր հասցրել են այդ նյութը տեղադրել իրենց էջերում և փրկել այն:

Հոդվածը պատմում է այն մասին, որ «Ազատամտություն» օրաթերթի խմբագիր Արտյոմ Խաչատրյանից բացի Նուբարաշենի քրեակատարողական հիմնարկում հոկտեմբերի 27-ի և «Դրոյի» գործերով ցմահ դատապարտվածներին այցելել է նաև «Անկախի» խմբագիր Վահան Իշխանյանը և մի ընդարձակ էսսե գրել այդ մասին:

Արտյոմ Խաչատրյանի այցելությությունը հայտնի դարձավ և սկանդալ առաջացրեց, երբ անցած հինգշաբթի «Հայկական ժամանակ» օրաթերթը հրապարակեց նրա լուսանկարը ցմահ ազատազրկվածների հետ նրանց խցում և քննադատորեն մեկնաբանեց այցելությունը գրելով, թե օրենքը այցելություն չի նախատեսում: Ընդդիմադիր մյուս թերթերը` «Ժամանակ Երևանը», «Չորրորդ իշխանությունը» նույնպես քննադատեցին այդ այցելությունը և սկսեցին Արտյոմ Խաչատրյանին կապել Հոկտեմբերի 27-ի հետ:

Բարձրացված սկանդալից հետո Արդարադատության նախարարությունը ծառայողական քննություն է անցկացրել պարզելու համար, թե ինչպես է Արտյոմ Խաչատրյանը այցելել ցմահ դատապարտվածների խուց: Օրենքը թույլատրում է լրագրողներին կալանավորի համաձայնությամբ հանդիպել նրան:

«Ազատության» կայքէջից անհետացած հոդվածը, որ տեղադրվել է  Կրունկ և hyemedia.com կայքէջում ասում է, որ Իշխանյանը դատապարտեց Արտյոմ Խաչատրյանի վրա հարձակումը, որը բնութագրեց որպես վառ օրինակ Տեր-Պետրոսյանի ղեկավարած ընդդիմության անհանդուրժողականություն` այլակարծության և խոսքի ազատության նկատմաամբ:

«Ազատության» հոդվածը մեջբերումներ է արել Իշխանյանի հոդվածից, որոնցում քննադատվում է Տեր-Պետրոյանը որպես Հայաստանում հակադեմոկրաատական համակարգի հիմնադիր, և որ այդ համակարգը մնացել է և այն ղեկավարում է այժմ Սերժ Սարգսյանը:

«Անկախի» աղբյուրը հայտնեց, որ հոդվածը հանվել է «Ազատ Եվրոպա/Ազատություն» ռադիոկայանի հայկական ծառայության տնօրեն Հրայր Թամրազյանի պահանջով: Թամրազյանի անվան հետ է կապվում այն, որ «Ազատությունը» վերջին տարիներին կորցրել է իր անկախությունը և չեզոք ու օբյեկտիվ լրատվամիջոցի համբավը ու դարձել է տեր-պերտոյանական ընդդիմության խոսափող:

«Անկախի» խմբագիր Վահան Իշխանյանը հայտնում է, որ երեկ «Ազատություն» ռադիոկայանի թղթակից Ռուբեն Մելոյանը իրենից հարցազրույց է վերցրել ցմահներին այցելության սկանդալի հետ կապված առավոտյան 9-ի ծրագրի համար, սակայն այն եթեր չի գնացել: «Թղթակիցը ինձ հարցրեց` ցմահ դատապարտվածներին ձեր այցելությունից հետո Արդարադատության նախարարությունը ծառայողական քննություն կանցկացնի՞,-պատմում է Իշխանյանը,- ես պատասխանեցի, որ այցելությունը եղել է օրենքի սահմաններում,  իսկ ծառայողական քննություն կանցկացնեն թե ոչ կախված է ընդդիմադիր մամուլի տեռորից, եթե այդ տեռորը ուժեղ լինի ապա նախարարությունը կերկյուղի ու կանցկացնի ծառայողական քննություն: Այսինքն մի քննություն թե ինչու է օրենքը կիրառվել, ինչու է պաշտպանվում կալանավորի և խոսքի ազատության  իրավունքները»:

Իշխանյանը ասաց, որ հարցազրույցը եթեր չի գնացել, և հոդվածը կայքէջից հանվել է «Ազատությունում» իշխող գրաքննության պատճառով, քանի որ ինքը քննադատել է տեր-պետրոսյանական ընդդիմադիր մամուլը, իսկ «Ազատությունը» այդ մամուլի մի մասն է դարձել:

«Ազատություն» ռադիոկայանից «Անկախին» հայտնեցին, որ հարցազրույցը 15 րոպեանոց եթերով չի գնացել քանի որ չի համապատասխանել օրվա խորհուրդին, իսկ դա հաշմանդամների միջազգային օրն է: Իսկ թե ինչու է հանվել հոդվածը կայքէջից, աշխատակիցը ասաց, որ այդ հարցին հետո կպատասխանեն:

Another Editor Admits Meeting Armenian Lifers

An Armenian media editor on Wednesday admitted visiting three men serving life sentences for politically motivated killings and emphatically defended a pro-government colleague, who did the same recently, against harsh opposition criticism.

Vahan Ishkhanian, a prominent journalist who runs the independent Ankakh.com journal, condemned Armenian newspapers sympathetic to opposition leader and former President Levon Ter-Petrosian for their attacks on Artyom Khachatrian, the editor of the pro-presidential “Azatamtutyun” daily.

Khachatrian caused a stir last week when the daily “Haykakan Zhamanak” published a photograph that showed him happily spending time with the three convicts in their Nubarashen prison cell. Two of them, Derenik Bejanian and Eduard Grigorian, were among the gunmen that had burst into Armenia’s parliament in October 1999, killing its speaker Karen Demirchian, Prime Minister Vazgen Sarkisian and six other officials.

Justice Minister Gevorg Danielian ordered an “internal inquiry” to determine whether there was a breach of rules regulating visits to prison inmates in Armenia. “Haykakan Zhamanak” and other pro-Ter-Petrosian media insisted that journalists and other visitors are not allowed to meet more than one prisoner at a time.

Khachatrian denied violating any of those rules and said he visited the lifers as a journalist. He at the same time acknowledged having “warm relations” with them.

In an extensive article that appeared in his online paper, Ishkhanian revealed that he too visited the Nubarashen cell with an Ankakh.com photographer “two months ago” and published several pictures of him interviewing its inmates. He said the visit was authorized by the prison administration beforehand in accordance with all legal procedures. “On the contrary, the law would have been violated had they not allowed us to visit the prison cell,” he wrote.

Ishkhanian denounced the uproar caused by Khachatrian’s photo as a vivid example of what he sees as the Ter-Petrosian-led opposition’s intolerance of dissent and free speech. He said the “Azatamtutyun” editor broke “a taboo that barred journalists from having a neutral opinion about the terrorists, presenting their views and favoring their humane treatment.” “It is the existence of this taboo that makes those arrested in the case of the October 27 [1999 killings] the most genuine political prisoners,” he declared.

The outspoken journalist argued that Bejanian and Grigorian were sentenced to life in prison despite not having personally assassinated any of the eight officials during the parliament attack. He said that after their arrest they both were tortured by investigators led by Gagik Jahangirian, a former prosecutor and a staunch Ter-Petrosian loyalist, to implicate then President Robert Kocharian and his chief lieutenant, Serzh Sarkisian, in the shootings.

Ishkhanian also made a damning indictment of Armenia’s current and former leaders, including Ter-Petrosian and Vazgen Sarkisian, saying that they are all responsible for the existence of a corrupt and undemocratic political system. He specifically denounced the late Sarkisian as “the man who practically marked the beginning of vote falsifications” in the country in the mid-1990s.

Courting even greater controversy, Ishkhanian tried to rationalize the parliament attack. He suggested that Nairi Hunanian, the leader of the parliament gunmen, and his brother Karen were driven by a desire to change a “system created by Levon Ter-Petrosian and now headed by Serzh Sarkisian.”
