Rafik Petrosyan: the President Has Instructed to Launch a Criminal Case Against Former Yerevan Mayor

Rafik Petrosyan, the head of the Standing Committee on Protection of Human Rights and Public Affairs, said that S.Sargsyan has instructed to  launch a criminal case against former Yerevan mayor G.Beglaryan for assaulting an employee of the presidential administration.

President Sargsyan has instructed not only to punish the mayor , but olso to dismiss him from work, said R.Petrosyan to radio-station ‘’Azatuyun’’. He also added that there is nothing definite concerning launching  a case against the mayor. ‘’As far as I know the President instructed to launch a criminal case as, according to the Criminal Code, there are 3 criminally punishable acts in the mayor’s deeds: physical assault, due to which the victim suffered minor injuries, and kidnapping’’.

Yerevan mayor G.Beglaryan resigned after he was reported to have kidnapped and beaten Armen Kandayan, as the latter had asked Beglaryan’s wife at P.Domingo’s concert last week in Yerevan to move to another chair so that not to be seated immediately next to the president. Presidential spokesperson had announced that the mayor had beaten the presidential administration representative, adding however that there had been no kidnapping.

R. Petrosyan mentioned that an investigation should be conducted. If it turns out that A.Kandayan has really been kidnapped, Mayor Beglaryan may face up to 5 years in prison. And if it turns out that the victim has suffered physical injuries only, the case will be suppressed, added RPA MP.

Criminal cases are nor launched on President’s instruction. The legislative grounds of launching  a criminal case are known and R.Petrosyan is not the person entitled to inform the public about the President’s instructions, said A.Arzumanyan, adding that there has been no such instruction.
