EU and U.S. Disappointed that at the OSCE Summit Failed to Agree on Concrete Action Plan

Representatives of the United States regretted that the OSCE participating States failed to agree on a plan of action.
“We are today in Astana affirm our common understanding and our common principles. Of course, the United States regret that we at this summit failed to agree on an action plan which would identify areas for further work of the OSCE “, – said the U.S. representative at the final session of the OSCE in Astana.
“As we have repeatedly said in recent weeks and months, we cannot agree that the first summit of the OSCE for 11 years, adopted an action plan that does not reflect enough serious major security problems of our time, namely, the protracted conflicts in the Georgia, Moldova, Nagorno-Karabakh. Because we were unable to reach agreement, we decided that the best way forward – is the adoption of the Astana Declaration, which reaffirmed the basic principles of the OSCE “, – said the U.S. representative.
In turn, the EU statement also expressed regret about the absence of a specific plan of action for the summit.
“The final summit document confirms our shared vision of community safety for the future. Unfortunately, we could not yet agree on a comprehensive and concrete plan of action to which we are called upon to make this vision a reality, “- said in a statement” We will continue to make proposals based on the four priorities of the EU, which enjoy broad support of OSCE participating States. They include improving the capacity to prevent, manage and resolve conflicts and achieve progress on the protracted conflicts, the strengthening of conventional arms control, implementation of rules, principles, commitments, dealing with transnational issues “- it says.
Earlier, Kazakh President Nursultan Nazarbayev, speaking at a plenary session of the summit, said: “Can I assume that there is consensus on the draft document? No objection. Announce the adoption of the Astana Declaration “Towards a security community.” This is a general historical success, which meets the hopes of our peoples for a better safer world”
