The System of Public Finance Management is Being Reformed

Today a meeting of the RA Government, chaired by Prime Minister Tigran Sargsyan took place.

The Government approved of the strategy for reforming public financial management and program of action to implement its first phase. The Strategy provides a framework of reforms to be implemented in a system of public finance management of RA in 2011-2020 years. As a reference point of these reforms apply best international practices and criteria, the main objectives of reforms, their implementation and key performance indicators to assess their results.

RA Government has decided to extend until September 1, 2013 deadline VAT, calculated by the customs authorities, with imports valued at more than 300 million drams, imported as part of the LLC “Carolina” investment program, selected in accordance with established government procedures. The company plans to create a modern workshop in Yerevan on the production of natural juices, to make investments of around 6.5 million euros. On product packaging will depict some of the works of Saryan, on which also the contract is concluded. In accordance with the program will create about 40 new jobs, average salary of 70 thousand drams. Prime Minister Tigran Sarkisian said that this project, as well as other similar projects that are approved in the Government, should be widely publicized in the press and subjected to public scrutiny, because these businesses are created favorable conditions of work.

The government has established rules for the use of pastures and hayfields, endorsed exemplary forms of contracts to use them. It was clearly established that the use of the rangelands are not land use and environmental management, which does not need to enter into a lease of land to carry out state registration of rights to lease and notarized contract. The Prime Minister said that by adopting this resolution the Government carries out fundamental changes and creates for the farmer qualitatively new conditions. The farmer shall be exempt from the four charges, which amounts to a significant amount, but also saves on transport costs.

RA Government has approved guidelines for the submission of draft regulations, which, when submitting these projects to the Government will be guided by the leaders of the republican executive and other state bodies of Armenia. It is expected that with the adoption of regulations will increase the efficiency of examination of legal acts of systems management, and the discussion will be made only reasonable and adequately developed proposals.

Government has agreed to a proposal for signing an agreement between the governments of Armenia and the State of Qatar on the use of labor in the State of Qatar. Representatives of the authorities and employers of this country are interested in inviting specialists from Armenia and offer them rather attractive. It was also approved signing of an agreement between the governments of Armenia and the Russian Federation on the legal status of representation of the State Migration Service of the Ministry of Territorial Administration in the Russian Federation and representatives of the Federal Migration Service of Russia in Armenia. The document will promote the opportunities for citizens of Armenia are legally work in Russia, cooperation in dealing with migration issues. Government has agreed to sign a technical agreement between the Ministry of Culture and the Head Office of Development Cooperation, Ministry of Foreign Affairs of Italy on cooperation program “Promoting the preservation and strengthening of local cultural heritage of the Armenian institutions.”

The Government also considered a number of legislative changes, to make appropriate decisions.
