Politicians make comments on the motives of the Azerbaijani diversion

Some days have passed after the armed clash on the NK-Azerbaijan border, however the theme continues to remain the subject of discussion in political and public spheres.

The case which has happened on June 18-19 on a line of message NK-Azerbaijan, according to the politician Sergey Minasyan, is aimed to the creation of a panic in Armenia and out of its borders, and the sensation that the aggressive statements of Azerbaijan are not a joke.

Minasyan says, Azerbaijan hoped, that as a result of the Russian-Turkish negotiations, the Russian side would try to press to Armenia, however after the tripartite meeting in Sankt-Peterburg it did not occur.

“Military actions are also a sign of disappointment in the negotiations, besides, the Azerbaijani Government should show displays of the tough policy in its country”, – says Minasyan, explaining the actions of Azerbaijan by the results of the tripartite meeting in Sankt- Peterburg.

As he said, Azerbaijan, after not so pleasant meeting, tried to remind to the international community by means of the diversionary action that an armed way of a solution of the question exists as well – the blackmail of threat of war is a component of the policy of Azerbaijan. However, in his opinion, the armed action was not included in the interests of Azerbaijan. The Azerbaijan group of a special function has got into the positions of defensive army of NKR. Minasyan says, that if it was a prospecting action it would fail as in this case the reception of information should be the purpose, instead of fighting. If the operation pursued the aim of capture of any position, it would fail again as Azerbaijanis receded leaving victims.

“Groups of special purpose similar to this one, consist of officers and sergeants, and the killed Azerbaijani was a sergeant, meanwhile they were resisted by the ordinary frontier guards from the Armenian side. – says Minasyan, – It is remarkable, that in spite of the fact that Azerbaijanis had sent a task force, they did not achieve a result.”

Minasyan doubts to the information on the quantity of victims from the Azerbaijani side: “During such collisions, as a rule, killed and wounded men are taken away, therefore it is improbable, that the Azerbaijani side has lost only one person as Azerbaijanis kept silence and only a day later reacted to the information from the Armenian side.”According to Minasyan, in those days the Azerbaijani side will continue to make periodic diversionary actions.

The politician gives a great value to the tripartite meeting between the presidents of the RA, the Russian Federation and Azerbaijan in Sankt-Peterburg. This meeting put an end to the attempts of Turkey to join the process of the regulation of the NK issue.

“This tripartite meeting has returned the negotiating process to that condition in what it was at least 6 months ago. The most important result – the negotiating format has remained the same: Russia continues to play the leading part in the negotiating process, and the Russian-Turkish relationship was not reflected in any way in the process of the regulation of the NK issue”, – says Minasyan.

According to the politician Levon Shirinyan, after this case which occurred on the NK-Azerbaijan border, the Ministry of Foreign Affairs and the RA diasporas have worked badly: “Now the diasporas should boil, the information streams should capture the whole world that everyone could see the present face of Azerbaijan.”

The politician considers the political action of Azerbaijan in the process context Turkey-Armenia and Azerbaijan-Armenia. “Turkey has entered into a blind alley and has a passive role now. Now the pressure process on Armenia and Artcakh is moved to the east. Such actions by the Azeri Turks may look like a growing progress. It is not a provocation, but an intensive developing process. But it is not necessary to be scared”, says Shirinyan.

Shirinyan does not consider the border incident unexpected at all. “We have been dealing with the Turks for 300 years, is it unexpected?” According to the politician, Azerbaijan’s diversion will not be considered as a message addressed to Armenia suggesting a military way of solving the issue. “This is a message to Turkey that now Azerbaijan takes the weight of the actions on itself.”

According to the politician Yervand Bozoyan, however, the boundary case was the message of Azerbaijan not only to Armenia, but also to the countries – intermediaries of the negotiating processes, that if the Armenian side did not make concessions, Azerbaijan would try to solve the issue by the military way. As he said, for the last 2-3 years when Turkey made active its attempts to influence on the solution of the Karabakh issue, it could reach certain successes on the diplomatic front. And Azerbaijan expected, that besides these successes, there would be achievements in the territorial question as well.

According to the politician, the possibility of war is essentially higher now: Azerbaijan thinks, that if it could achieve the political, diplomatic, economic superiority in relation to Armenia, it can do it in the military sphere as well. According to Bozoyan, despite threats of Azerbaijan, the international community cannot press to Armenia and force to make concessions, Armenia has nothing to concede more. “Any concessions will be fatal. The first concession will be followed by the second one and so on”, – says Bozoyan.

Levon Shirinyan is also against the concessions and compromises. “Since 1918 up to now Armenian soldier has been winning in the collision of Armenian troops and Azeri Turks,” says Shirinyan, adding that the Armenian army is invincible for Azerbaijan even today.

The armed conflict happened at night on June 18-19, near the village Chaylu of the region Martakert. An armed scout group, consisting of two tens Azerbaijani military men, got into the territory of RNK from Azerbaijan. Azerbaijanis left one killed man in the field of fight and receded (data on wounded men and victims in the territory of Azerbaijan do not exist). From the Armenian side there are four killed and as much wounded men.

After the happened diversion Serzh Sargsyan declared, that this brutal act has no justifications, in particular, it happened after several hours after the tripartite meeting organized at the initiative of the president of the Russian Federation. “This fact confirms once again, that to co-chairmen have something to think over”, -said Serzh Sargsyan.

And according to the Minister of FA of the RA Edward Nalbandyan, before each meeting at high level Baku tries to break negotiations by means of provocations and threats. “It once again shows the real face of Baku which does everything for the failure of the negotiating processes”, – mentioned Nalbandyan.

The co-chairmen of the Minsk group also made the condemning announcement: “the Minsk group of OSCE calls the parties to a display of restraint both in their territories and in their public statements and to adjust their fellow citizens on the world, instead of on war.”

Concerning the statement of the co-chairmen of the Minsk group, Bozoyan mentions, that there was no partiality of a display in it, and the balance preservation between the sides is their manner of action, and their statements are always made under the standard scheme. “The Azerbaijan party in its turn accuses Armenia of the infringement of the mode of cease-fire. The international investigation has not occurred to find out real facts, therefore the co-chairmen are obliged to address to both sides with a formal appeal.”
