On May 22 the president Serj Sargsyan signed a decree “About the establishment of diplomatic negotiations between the Republic of Armenia and Turkey” and “About the development of the relations between the Republic of Armenia and the Republic of Turkey” in order to stop the process of the certificate of the signed protocol in Tcurikh on October 10,2009. The Minister of Foreign Affairs of RA was charged to inform the Republic of Turkey about the stopping the process of the certificate of the signed protocol.
The president Sargsyan had a report on TV, pointing out that “the reasonable terms” has been finished. “A year constantly there wasn’t a shortage of public words said by the high-ranking officials of Turkey, a year constantly Turkey has done its best to extend time and to fail the process. So our assumption and our position are clear. Turkey isn’t ready to continue this process without any preconditions, to go forward corresponding to the protocol”.
It was followed by putting the protocols off the order of a day of the National Committee. But the president of the National Committee Hovik Abrahamyan said that the protocols continued to be in the order of the day.
The politician Aleksandr Iskandaryan estimated the president Sargsyan’s report as a massage to Turkey. He said:” It can’t be continued in that way. Simultaneously it was directed to the foreign countries”.
According to the politician the Armenian-Turkish process isn’t stopped, it’s just in break, which began on January of this year.” It’s not break, it’s just a door through which the further development must take place”, said Iskandaryan, “it was a massage to Turkey to inform that we are ready to sign the protocols if you are ready as well”.
Ruben Melqonyan also thinks while Armenia hasn’t given back its signature, the chance of the continuation of the process exists.
Iskandaryan thinks, that the USA, Europe and the Russian Federation are the sides being interested in this process. “The difference is that they use different methods”, he says, ”the pressure by the USA is expressed stronger, and the actions of Europe is softer. And I don’t see any reason for the Russian Federation to be against this process. All these three countries want the continuation and the opening of the borders”.
The president of the USA Baraq Obama, having report on April 24, didn’t utter the word “ Genocide”.
“On this day we stop to remember that 95 years ago the most terrible events of the 20-th century took place. Though remembering the events of 1915, we admire the soul of the Armenian nation. However, nothing can bring back victims. But the investment which Armenian have had during 95years, speaks about the talent of the Armenian people, and it is a greatest injury for those who tried to extirpate them”, he said.
According to Iskandaryan the word “Genocide” is an instrument which must be used in its meaning. “ If once you use it, it will lose its meaning for the future, in this situation the opening of the borders is impossible, and this instrument may be used for the development of this process”. He says that in case of Obama utters the word “Genocide”, it won’t mean anything. “A person’s word, even if he is the president, differs from the decision made by Congress. Moreover, Reigan has already used the word “Genocide”.
Turkey expressed its attitude towards the president of the USA Obama’s report in such a way:
“I am very sorry for that report which supposed a false and unilateral political comprehension. The memory is the strongest enemy of the historical facts. No nation has right to oblige the facts of its memory to another nation. Other countries don’t have right to judge the history of the Armenian-Turkish relations”, it was said in the interview.
According to Iskandaryan the position of Turkey to the process depends on the internal policy.
The previous Minister of Foreign Affairs Vardan Oskanyan explained these events saying that it had been impossible to extend the process of representing the wish instead of the reality.
“I am surprised at two things. First of all powers now openly say that they have been following Turkey suggesting preconditions to them and taking advantage of it. And the most interesting thing is that they claimed that this process has a great success and is a political victory”, Oskanyan has said.
According to Raffi Hovhannisyan it became clear that a year ago after the signature of the protocols, the leaders of Turkey, especially the Prime Minister and the Minister of Foreign Affairs from the first day had followed and extended the conditions.
