On April 6 the National Assembly adopted the government proposed bill on changes in the currently effective Law on Citizenship after its second reading. According to the changes, the deadline for the acquisition of the citizenship is now extended till December 31, 2012.

In accordance with the standing law, all the foreign persons who were not the citizens of any of the former Soviet Socialist Republics but who permanently resided in Armenia could acquire Armenian citizenship until the end of December 2009.

The order applied to the persons who were forcibly displaced in Azerbaijan during the years 1988-19992 and who lived in Armenia under the status of refugees.

The explanation of the government for the extended deadline is justified by the policy of encouragement for the persons who live under the status of refugee. It is mentioned that despite the fact that the deadlines had been extended for several times in the past, only around 82 thousand out of 313 thousand refugees acquired the citizenship. It is also mentioned that the refugees are getting integrated with difficulty and a significant part of them resides now abroad, mainly in Russia. No less is important that the refugees have expectations of receiving greater benefits from international organizations while they preserve their status.
