Money to Be Provided for Disaster Prevention

Government sitting, chaired by Prime Minister Tigran Sargsyan, was held today. Before the sitting, the Prime Minister gave a speech about the World Youth Day, celebrated on November 10:

I would like to congratulate our young people on behalf of the RA Government, wish them success, happiness and energy, so that, in confronting the challenges of the modern world, they ensure a prosperous future for our nation. This beautiful holiday’s traditions go back to 1945. After World War II, young people representing 63 nations gathered in London and founded the Youth Federation. That day was to become the World Youth Day in the future. It also has a meaning of the young people taking responsibility for their future.
We also have to create an environment where our youth would settle down to that responsibility. I believe that first of all in the modern world the responsibility suggests a provision of quality education for our young people. If we have an educated youth, our nation will also have a bright future.

Coastal Protection Structures Will Be Restored
The Government has made additions to one of its earlier adopted decisions and has provided the Ministry of Agriculture with more than 256 million drams for the restoration of the coastal protection structures of Araks River in the territory of Janfida community, Armavir region and the damaged and risky areas in Syunik region, for the installation of borders of Martuni river in Martuni, Gegharkunik Region, for the riverbed correction of Aghstev River in the area of Achajur community, Tavush region. These works will be carried out before the 2012 spring freshets.
The Government has decided to solve Artak Ghabuzyan’s, a resident of Stepanavan, Lori region, a contract serviceman and a father of a family of five, housing problem by providing him with a three bedroom apartment. Artak Ghabuzyan has shown courage and initiative during his north-eastern patrol in 2010 destroying the enemy’s diversion that tried to intrude our posts.
The Cabinet has decided to privatize the residential area, which is located in the ‘Hostels’ CJSC management building, occupied by Seda Babayanc, who deported from the Republic of Azerbaijan and acquired citizenship of the Republic of Armenia in 1988-1992.
The Cabinet has also established the identification granting order to refugee under temporary protection, according to which the certificate validity provided by the RA Police is one year.
The Government redistributed the 2011 state budget, made changes and additions in one of its former decisions and provided high school N118 after A. Yerznkyan with 10 million drams to complete the physics laboratory with the needed equipment and supplies.
RA State Commission for the Protection of Economic Competition Works Will Become More Effective
The Cabinet made an addition in one of its earlier decisions, due to the need of providing necessary information for the implementation of the authorities vested in the RA State Commission for the Protection of Economic Competition. From now on the commission will have the opportunity to study the economic markets, the anti-competitive agreements in these markets, to receive the necessary information about these markets and their participants from tax service authorities.
The Government made changes and additions in one of its earlier decisions, which are consistent with the European Higher Education Area educational reforms. In particular, from now on personnel in public relations (PR), ‘Actuary Mathematics’, ‘Security Engineering’, ‘Police Work’ and in a number of other specialties will be trained in our country.
For the organization and conduct of Egyptian culture days on November 4-11, 2011 in Armenia, the Cabinet has provided the Ministry of Culture with more than 17 million drams.
Armenia Will Participate in the International Convention for the Protection of New Varieties of Plants
The RA Government approved the draft package of making amendments and additions to RA three laws and the law on The Plant Variety Protection. The purpose of this law is in issuing rights to the breeder and applying the law concerning the protection of public relations.
The Government approved the draft law of making amendments and additions to the RA law on Police Service, in which case it is expected to reach the highest professional level of the police officials appointed to their positions, as well as to increase the efficiency of the police service by filling the vacant positions with highly trained personnel.
The Government has examined the draft law of making amendments to the Criminal Procedure Code, which was presented by the National Assembly Baptists Ara Balayan and Mkrtich Babloyan. The project proposes to reduce the duration of keeping the juvenile suspects, arrested and accused in specialized areas. The Executive had no principal objection regarding the draft.

The Concept of Enlargement of Communities Was Approved
The RA Government approved the concept of enlargement and the formulation of inter-community associations, according to which, taking into account the international experience, as well as the current development level of local self-government bodies, the combined version of voluntary and mandatory forms is supposed to be used. Only in the case of enlargement is it possible to get serious and substantial results in centralization of recourses and their effective management. The concept plans to start the reforms with Vayots Dzor and continue with Syunik Region. Based on the results of the analysis and evaluation of the reform, it will be possible to draw certain conclusions, which will create the preconditions for implementing the policy on a larger scale.
The RA Government has confirmed:
-the evaluation order of damage caused to people in emergency situation,
-list of events of RA obligations’ commitment, arising from a number of international environmental conventions,
-the risk-based inspection methodology within the framework of the tax authority and the general description of deciding the risk criteria, according to which the selection of taxpayers for audits will be based on the risk criteria, by taxpayers’ individual, homogenous groups.
-The RA Policy of State Regulation of Migration 2012-2016 action plan.
Other Issues
The Cabinet has approved the temporary land use schemes of Argelq and Akunq rural communities, Kotayk region, and transferred some parts of the lands to another category, for the water regulation reservoir and residential and public buildings constructions, respectively.
By the Executive’s decision some parts of the rural lands of Vahramaberd, Shirak region, Lehvaz, Syunik region, Ranchpar, Ararat region, Martiros, Vayots Dzor region were transferred to another category, for the constructions of small hydro power plant and auxiliary structures, head unit and regulatory region and anti-hail generator stations, respectively.
