INTERNATIONAL CONFERENCE IN THE NKR

A two-day international scientific conference called “The legal, political, and historical bases for the formation of the NKR” took place at the National Assembly of the Nagorno Karabakh Republic.

The conference was opened by Chairman of the NKR National Assembly Ashot Ghulian.

“This conference is taking place within the celebrations of the 20th anniversary of the NKR proclamation. This bears a deep meaning in itself. We are here not only to evaluate and reconsider the years of independence, but also to project the guidelines, which will help us to be firmer on the way to our international recognition”, the Speaker noted.

The message of NKR President Bako Sahakian to the conference participants was read out, in which the head of state, in particular, noted that “holding similar important events has become a tradition, testifying to the lasting interest of different states and authoritative scientific-analytical centers towards Artsakh”.

“The topics you are going to discuss, including various issues related to the Artsakh statehood, settlement of the Azerbaijani-Karabakh conflict, regional and global processes have both scientific and political significance. Such a perspective of issues’ consideration allows making a deeper idea of the situation and stricter forecast for the possible options of its development”, the NKR President’s message read.

Besides Karabakh scholars and political scientists, those from Armenia and the Russian Federation took part in the conference.

Reports were made by Vice-rector of the Artsakh State University, historian, NKR NA Deputy Vahram Balayan – “NKAO as a form of government of the Armenian statehood”, Senior Staff Scientist of the Political Researches Institute of the Black Sea-Caspian region Andrey Areshev – “The events in the Middle East and the Karabakh conflict: the challenges and new possibilities”, Professor of the Philosophy and Political Sciences Chair, corresponding member of the RA NAS Alexander Manasian – “The West and the moral condition of the Azerbaijani society”.

The second part of the conference took place at the Artsakh State University, in two sections – history and political science and law. Reports were made by Senior Staff Scientist of the RAS World Economy and International Relations Institute Victor Sheynis – “The Shahumian region as the Russian Deputies see it”, Director of the Political Researches Institute of the Black Sea-Caspian region Vladimir Zakharov – “The foreign policy of Iran and the Karabakh conflict”, Chief Caucasus Section of the CIS States Institutes Michael Alexandrov – “The policy of the West in the Azerbaijani-Karabakh conflict”. As a whole, 25 reports were made at the conference.

The conference was organized by the NKR state commission on the organization and coordination of the festive events dedicated to the 20th anniversary of the NKR proclamation and the Artsakh State University.
