Criminal cases initiated on the violation committed during the elections

The Armavir region prosecutor tasked to initiate criminal cases on the violations committed during the election of the mayor of Armavir region held on March 20, 2011.
Thus
1. On March 20, 2011 at about 11:15 a.m. the head of the Armavir Nursery School № 8 A. Margaryan stated in the Armavir division of the RA Police that together with her friends T. Abgaryan and S. Movsisyan and the latter’s brother-in-law T. Avetisyan she had been waiting for her colleague in the car in one of the districts. At that moment 4 or 5 Jeep cars surrounded their car, 7 or 8 strangers got out of the cars, approached them, blamed for “distributing money”, checked their bags and then had taken with them the driver Tigran by “forcing, shouting and dragging him violently”. They had managed to run away and find shelter in the house of a stranger and then apply to the Police. The attackers had also taken Tigran’s car.
During the investigation it was revealed that the Armavir citizen A. Alexanyan had taken T. Avetisyan to the campaign headquarter of the candidate for Mayor S. Minasyan. On March 20, 2011 a criminal case was initiated in the Armavir Investigation Division of the RA Police according to the RA Criminal Code Article 131, part 1. A. Alexanyan was arrested on the same day.
On March 23, 2011 A. Alexanyan was charged according to the RA Criminal Code Article 131, part 2, point 1 and on the same day arrest was chosen as a pre-trial measure by the decision made by the Court of First Instance of Armavir region.
2. On March 20, 2011 at about 04:30 p.m. E. Papiyanc made a statement in the Armavir division of the RA Police that on the same day at about 01:00 p.m. two strangers had taken her juvenile son A. Papiyanc to the campaign headquarter of the candidate for Mayor S. Minasyan and beaten him for “distributing election bribery”. A. Papiyanc explained that at about 01:00 p.m. two cars of foreign make and one “Niva” model car had approached him, 2 young men got out of the cars and blamed him for giving election bribery in favor of the candidate for Mayor R. Khlghatyan and offered him to go to the campaign headquarter and give explanations.
S. Minasyan together with 5 or 6 persons had been in one of the offices on the second floor of the campaign headquarter. A. Papiyanc had denied having distributed election bribery and a young man had slapped him across the face and by taking him by his hair hit his head on the table and punched on different parts of the body and another man had scolded him. Later his mother had taken him and they had gone to the police and made a statement.
On March 21, 2011 a criminal case was initiated in the Armavir Investigation Division of the RA Police according to the RA Criminal Code Article 118 and the preliminary investigation is underway.
3. On March 20, 2011 at about 05:15 p.m. S. Cakanyan, the proxy of the candidate for Mayor S. Minasyan, made a statement in the Armavir division of the RA Police that on the same day at about 03:00-04:00 p.m. “on our requests 8 passports of the RA citizens had been presented” from a woman in Armavir District 108 and asked the Police to undertake the necessary measures to find out the purpose of keeping the mentioned passports. Meanwhile S. Cakanyan presented the passports.
On March 23, 2011 a criminal case was initiated according to the RA Criminal Code Article 324, part 1 and the preliminary investigation is underway.
4. On March 21, 2011 at about 01:00 p.m. a group of supporters of the candidate for Mayor S. Minasyan blocked the Yerevan-Armavir highway, stood in the traffic part of the highway with posters, hindered the traffic and created traffic jams demanding to release the arrested A. Alexanyan. The employees of the Armavir Department of the RA Police persuaded them to stop the illegal actions and to present the demand on the release of the arrested person pursuant to the law order that is to apply to the law enforcement bodies.
A criminal case was initiated in the Armavir Investigation Division of the RA Police according to the RA Criminal Code Article 258, part 3, point 1.
The Armavir region prosecutor tasked the preliminary investigation body to take into consideration the mass media publication and reports on the above-mentioned cases as well in order to carry out the preliminary investigation of these criminal cases in a comprehensive and objective way.
